On Monday, (15/3/2021), the signing of a cooperation agreement for a Non-Contact Toll Transaction System based on Multi Lane Free Flow (MLFF) between BPJT of the Ministry of PUPR and PT Roatex Indonesia Toll System (RITS) has begun. The signing was carried out directly by the Head of BPJT Danang Parikesit with the President Director of PT Roatex Indonesia Toll System (RITS), Peter Ong at the BPJT Office of the Ministry of PUPR in Jakarta.

The Ministry of PUPR, through the Toll Road Regulatory Agency, continues to make innovations in improving maximum service for motorists on Toll Roads through Transformation, Innovation and Modernization (TIM) which refers to Toll Road Technology 4.0.

The Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono, as the Person in Charge for Cooperation Projects (PJPK) announced a competitive procurement process to design, build, finance, organize, maintain and transfer the Government and Business Entity Cooperation Project (PPP) Multi Toll Transaction System Lane Free Flow (MLFF Project) in July 2020.

In this case Roatex Ltd. As the proponent of the project, the Minister of PUPR has been determined as the winner of the auction through the PUPR Minister's Letter Number: PB.02.01-Mn / 132 dated 27 January 2021 Regarding the Determination of Winners in the Tender for Business Entities Implementing Government Cooperation with Business Entities for the Multi-Based Non-Contact Toll System Lane Free Flow.

Currently, Roatex Ltd. Zrt, which has formed the company as a Business Entity for Implementing the MLFF-Based Non-Cash Toll Transaction System under the name PT Roatex Indonesia Toll System (RITS).

Head of BPJT of the Ministry of PUPR, Danang Parikesit, in his direction said that the non-cash transaction system based on Multi Lane Free Flow (MLFF) is one of the new innovations through the contactless payment system by creating an efficiency, effectiveness, safety, and comfort in the application of the toll road payment system in Indonesia. .

The President Director of PT Roatex Indonesia Toll System (RITS), Peter Ong, said that his party is very grateful after the long journey to this day with great support and enthusiasm for successfully implementing this program in the future. "So this is a stepping stone with the application of new technology and systems for toll roads in Indonesia that are efficient, up to date, and increasingly profitable," he said.

The technology applied to the MLFF Non-Cash Transaction System uses the Global Navigation Satellite System (GNSS) technology, which is a payment system using a device installed in a car and read via satellite. This technology will recognize and identify the user's vehicle, so that transactions can be carried out instantly, more quickly and efficiently, without queues and transaction delays.

The implementation of transaction time at toll gates decreased to only 0 seconds from the previous toll gate transaction activities with electronic money which took up to about 4 seconds, if seen previously, the transaction time with currency was around 10 seconds.

The use of the Global Navigation Satellite System (GNSS) is widely applied in Eastern European countries including Hungary. Another benefit from the presence of this MLFF transaction system is that one of them is the efficiency of operating costs and also minimizes vehicle fuel.

By using Global Navigation Satellite System (GNSS) technology, for the first phase of implementation, MLFF technology will be applied to 40 toll roads in Indonesia spread across Java and Bali in 2022. The investment value of the MLFF project is Rp.4.4 trillion, with PT RITS 'concession period of 9 years from the date of commercial operation. (BPJT / Dms)
