Ministry of Public Works and Housing Holds Assessment of Sustainable Toll Road Management as a Step of Business Transformation in the Toll Road Sector
Jakarta - In order to provide the best sustainable services to the community that are applied in all Toll Roads in Indonesia, the Ministry of Public Works and Housing held an Assessment of Sustainable Toll Road Management. The commencement of the assessment activities for the next 1.5 months is addressed to 53 Toll Road Business Entities (BUJT), marked by pressing the siren button conducted by the Expert Staff of the Minister for Socio-Culture and Community Role Sudirman, Expert Staff of the Minister of PUPR for Inter-Institutional Relations Luthfiel Annam Achmad , and Head of BPJT Ministry of PUPR, Danang Parikesit counted on Thursday (10/17/19) at the Library of the Ministry of PUPR.
Assessment of toll roads and sustainable rest areas must meet the criteria set forth in the Ministerial Regulation (Permen) PUPR No.10 of 2014 and PUPR Regulation No 12 of 2018, namely the fulfillment of Core Functions in toll roads, such as aspects of smoothness, safety, and user comfort toll roads. Then the fulfillment of the support function in the toll road rest area in the form of implementing regulations on rest areas and services on the toll road (rest area), and the fulfillment of support and complementary needs functions in the rest area.
Expert Staff of the Minister for Social Culture and Community Role Sudirman said, to encourage the participation of BUJT in providing the best sustainable services to the community, the Ministry of PUPR conducted an assessment of the quality of toll road services and TIP in all toll road sections. "The assessment will be carried out next week until November 15, 2019. The criteria for the assessment are review, expert evaluation and field testing, so the results will be announced on December 3, 2019 during Bhakti Public Works Day," said Sudirman.
Furthermore, Head of the BPJT Ministry of PUPR Danang Parikesit said, the activity of developing the concept of sustainable toll roads is part of business transformation in the toll road sector, developed by the Minister of PUPR Basuki Hadimuljono and the Expert Staff of the Minister for Socio-Cultural and Community Role, Mr Sudirman.
"Not only in terms of quality toll road construction, then operating, but also can be developed through waste management along the toll road, environmental management of toll roads in general. Then each of these aspects is carried out through very good development stages in the future, "Danang said.
Danang added, later the assessment was aimed at all business entities that took part in the competition by presenting the face of the toll road that it manages as a more sustainable toll road network system that is also modern. This can be started with the management of the rest area which at the same time benefits the wider community related to waste management, toilets, beautifying the rest area that is comfortable for resting.
"Participants in the competition are the toll road business entity that manages the toll road (toll road operator) in the existing sections, starting from Java, Sumatra, Kalimantan, Bali, and Sulawesi. They (BUJT) who already have their own rest areas on each toll road section, will be an example and motivation for other rest area managers to get better, "he added.
In an effort to produce maximum participation for the function of a sustainable toll road, coordination, collaboration and synergy between ministries are needed such as the Ministry of Agriculture and Spatial Planning / National Land Agency, the Ministry of Environment and Forestry, the Ministry of Industry, and the Ministry of Transportation.
Next, Danang said that related to the assessment of the management of sustainable toll roads, this would result in cooperation with Indonesia Infrastructure Finance, an institution that provides infrastructure financing assistance. "They are developing the concept of Green Financing (environmentally friendly financing), and Green Investment (environmentally friendly investment) and our hope that those (BUJT) who win, have more opportunities in accessing investment funds," he said.
Danang explained that currently the BPJT Ministry of PUPR has collaborated with several national universities in introducing technology from our own experts to monitor the toll road infrastructure built in Indonesia in the form of cooperation in developing existing toll road management technologies.
"Like the Ultra High Speed Camera technology whose working system tracks cracks on the road, so we know when the road will be maintained. Then we also have development cooperation to observe the ups and downs of the sea dike in the construction of the Semarang - Demak toll road, "he explained.
