Application of the 3E Concept in Reducing Accident Rates on the Cipali Toll Road

Jakarta - As an effort to improve services and quality for road users that have been set in meeting the Minimum Service Standards (SPM) for toll roads, the Toll Road Regulatory Agency (BPJT) of the Ministry of PUPR continues to appeal to all Toll Road Business Entities (BUJT) to continue to pay attention quality of service for motorists, especially in reducing the level of accidents on the Cikopo - Palimanan (Cipali) Toll Road.

In this case, the application of the 3E concept (Engineering, Enforcement, Education) that has been socialized by PT. Lintas Marga Sedaya (LMS) as BUJT to the toll road user community that has important benefits as a step to keep paying attention to the quality of driving, especially when on the Cikopo-Palimanan (Cipali) toll road.

First, the application of the Enginering concept, namely the installation of wire ropes along 16 Km, installation of 10 Km Guardrail, installation of rumble dot on the inside and outside of the road along 32 Km, then installing WIM (Wight in Motion) in 2 locations and installing lights strobe at 5 accident-prone points on the Cipali toll road.

Secondly, on the concept of Enforcement, PT. LMS as the Cipali toll road operator can coordinate with the local regional police and Dishub as well as hold a Speed Gun Operation every 2 months. In addition, regular outreach to bus drivers is carried out by checking the vehicle brakes, conducting Over Dimention Over Load Vehicle (ODOL) operations to toll road users, especially vehicles in the 4-5 class (Truck).

Furthermore, Third, through the Education concept, a safety driving campaign will continue at each event held by PT. LMS at each Cipali toll stop point, (Cipali Festival, Ramadan Bazaar, safety induction together with the Ministry of Transportation).

At each Cipali Toll Road section, an appeal has been made through banners containing driving safety campaigns, then socialization on all videotrons in all Cipali Toll Road substations, to the appeal given to Variable Messaging Sign (VMS) and social media (Twitter and Instagram) ) @BPJT_info and @lintasmarga, info on the Cipali Toll telephone service at 0260 7600 600.

Cipali Toll Road is part of the Trans Java Toll Road which has a length of 116.75 Km which connects from Merak to Surabaya. This toll road is the longest toll road in Indonesia and crosses five regencies in West Java, namely Purwakarta, Subang, Indramayu, Majalengka and Cirebon. The existence of the Cipali Toll Road provides an important role in the process of distributing goods and services that have an impact on the economic sector in Indonesia, especially Java.

In order to optimize special services for truck drivers, special stalls have also been built at each rest area. Long-distance truck drivers can take a short break in the stalls that are provided at a more affordable and free price. At certain events which are also carried out routinely, the toll road operator works closely with the health department in providing free health checks for drivers.

BPJT Ministry of PUPR continues to appeal to all motorists on the Cipali Toll Road to always comply with the min speed limit of 60Km / hour and max 100 km / hour. In addition, keep in mind the condition of the vehicle and the condition of the driver in good health while driving his vehicle, and make sure that the electronic balance is sufficiently charged.
