Toll Integration Government Efforts Support National Logistics Systems
The government is continuously working to realize an effective and efficient national transportation system to improve the mobility of goods and services. In an effort to support the national logistics system, the Government implements a policy of transaction integration on toll roads.
This is in line with Article 43 Paragraph (1) Sub-Paragraph (b) of Law Number 38 Year 2004 concerning Roads mandating that Toll Roads are held to improve the use and effectiveness of goods distribution services, and affirmed in services to support the improvement of economic growth and Article 2 Paragraph (2) of Government Regulation Number 15 Year 2005 concerning Toll Road which contains Toll Road Operation is aimed at increasing efficiency of distribution service in supporting the improvement of economic growth especially in areas that have high level of development.
"Toll integration is an effort to improve efficiency on toll roads. During this time, transactions conducted for one JORR toll road have several stops. So we want to remove that obstacle. This matter will reduce congestion in every toll gate, "said Head of Toll Road Regulatory Agency Herry Trisaputra Zuna in Media Discussion Forum Merdeka Barat 9 in Multifunction Room of Ministry of Communications and Informatics, Jakarta, Monday (2/7). Toll toll adjustment is expected to address the needs of logistics actors and encourage trucks / containers to utilize toll roads thus reducing arterial road burden. The integration of these toll roads also encourages partiality to freight logistics and public transport.

Because if there is no law enforcement, trucks passing through toll roads are not according to the rules end up causing many damaged roads and the costs may become even greater. "Said Head of BPJT
Head of Toll Road Regulatory Agency (BPJT) revealed that based on the mapping, with integrated payment system, 61% of JORR Toll Road users will benefit from paying cheaper rates than before.As many as 61% of those toll users are those who travel long distances or who usually do more than one transaction at several toll booths.
After integration, the use of JORR Toll Road along 76,43 Km will be charged one tariff that is Rp 15.000 for vehicle of class I, vehicle of class 2 and 3 tariff is same that is Rp 22,500, and group 4 and 5 also pay same tariff that is Rp 30.000 .
The tariff rate of Rp 15,000 is based on the multiplication of the average distance of JORR toll road users 17.6 km with an average tariff of Rp 875 per km. The amount of this tariff is still below the willingness to pay of the community obtained from the previous study related to toll road investment.
The benefits of toll road integration are the efficiency of time and cost, especially toll road users, especially logistic transportation which stopped 2-3 times to only one time with lower tariff than before so that logistic cost is more efficient and have positive impact for the availability of goods and services. Previously, toll road users leading to Soetta Airport, Pondok Aren or Tanjung Priok Port do 2-3 times the transaction but after the integration of toll road users only need to make 1 transaction with this transaction system more practical.
