Delayed Integration of Outer Ring Toll Road Transaction System Jakarta (JORR), Tanjung Priok Access and Pondok Aren-Ulujami

Ministry of Public Works and Public Housing (PUPR) delayed the implementation of transaction integration system on the Outer Ring Road Jakarta (JORR), Access Tanjung Priok and Pondok Aren - Ulujami. The delay of the integration system is intended to improve services on the highway.

"There are many responses from the community that this integration is a tariff increase on toll roads, which is not what we mean. This integration system aims to improve service to the community. Like the example of toll roads that have implemented this system are Jagorawi Toll Road and Semarang, traffic traffic down but the service is much better. "Said Director General of Highways Ministry of PUPR Arie Setiadi Moerwanto during a press conference at the Ministry of PUPR on Thursday (21/6) .

The toll road integration program is part of the Road Map to electronification. This policy is done to restore the purpose of building JORR as a highway. Transactions in JORR managed by three different Toll Road Enterprises make long distance toll users have to stop at each toll gate so that it often becomes a source of congestion in this segment.

"Before we passed JORR Toll Road, Tanjung Priok Access and Pondok Aren-Ulujami there are three transactions, we will make one transaction, so that this system will break down the traffic jam in every toll gate." Head of Toll Road Regulatory Agency Herry Trisaputra Zuna.

The head of BPJT added that toll road users will be charged Rp. 15.000 for 17 Km, for users who exceed 17 Km the rate will be much cheaper. These tariff adjustments were made to subsidize vehicles with far-reaching distances such as logistics vehicles, not to subsidize business entities but to improve logistics efficiency.

"We convey that the logistics vehicles that get this subsidy in order to better comply with the regulations to adjust the load and dimensions of the vehicle." Add Head of BPJT

The benefits of toll road integration are the efficiency of time and cost, especially toll road users, especially logistic transportation which stopped 2-3 times to only one time with lower tariff than before so that logistic cost is more efficient and have positive impact for the availability of goods and services. Previously, toll road users leading to Soetta Airport, Pondok Aren or Tanjung Priok Port do 2-3 times the transaction but after the integration of toll road users only need to make 1 transaction with this transaction system more practical. Improving services at toll booths that often lead to congestion such as GT Kayu Besar, GT Meruya Utama, GT Meruya Utama 1 and 2, GT Rorotan, GT Pondok Ranji Wing direction Bintaro,

System integration will lower JORR toll tariffs for II, III, IV and V logistics transport vehicles so as to support the establishment of a more efficient and competitive national logistics system.

Toll toll adjustment is expected to address the needs of logistics actors and encourage trucks / containers to utilize toll roads thus reducing arterial road burden. Thus the arterial road will always be in steady state. It will also reduce the traffic queue of arterial solid roads such as the Tanjung Priok area.

Through the simplification of the transaction system, an open system with a single rate applies, where toll users - according to the class of vehicles - will pay the same toll rates, regardless of the distance.
