Market Update
Operation Toll Roads
n the midst of the Covid-19 pandemic,
the Ministry of Public Works and
IHousing continues to advance the
construction of toll roads. Throughout
2021, there were 10 operating toll
roads, spread across Java, Sumatra,
and Kalimantan.
Toll road construction went uninterrupted
as it was part of the National Strategic
Projects (NSP). This is in line with
Presidential Regulation Number 56 of
2018 concerning the Second Amendment
to Presidential Regulation No. 3 of
2016 concerning Acceleration of NSP
Implementation.
In the implementation of the project, the
Ministry of Public Works and Housing Jalan Tol Medan-Binjai Seksi 1 Segmen Junction Tanjung Mulia-Marelan
issued health protocol to prevent the
spread of viruses at infrastructure project
sites, including toll roads. This protocol
is set out in Instruction of the Minister of
Public Works and Public Housing Number
02/IN/M/2020 of 2020 concerning
Protocol to Prevent the Spread of Corona
Virus Disease 2019 (Covid-19) in the
Administration of Construction Services.
Throughout 2021, 10 toll roads operated
with a total length of 122.9 kilometers
(km). The number of sections and the
length of the new toll roads constructed
in 2021 were in fact lower than projected,
which was 19 new toll roads with the length
of 427 km.
However, such target was not met due
to the force majeure that happened

widespread transmission of the Covid-19
virus, the government implemented some
policies to limit community activities, such
as the Large-Scale Social Restrictions
(PSBB) and the Community Activities
Restrictions Enforcement (CARE).
